State’s ‘Blue Economy’ Push Holds Potential for Boardman’s Riverfront Future

While the focus of a new statewide initiative is on Oregon’s coastline, the economic ripples could be felt far inland in communities like Boardman. Governor Tina Kotek recently established a “Blue Economy” Task Force, charged with creating a strategic plan to sustainably grow ocean and coastal industries, from fishing and aquaculture to marine renewable energy and biotechnology.

For local leaders, the state’s heightened focus on water-based economies underscores the untapped potential of the Columbia River. “When we talk about a ‘blue economy,’ we shouldn’t just look west,” said City Manager Amanda Pearson. “Here in Boardman, the Columbia is our lifeblood for agriculture, transportation, and recreation. This state-level conversation reinforces the need for us to strategically develop our own riverfront assets.”

The task force’s final report, due by the end of the year, may outline policies and investments that could benefit inland ports and support value-added processing of seafood and agricultural products shipped via the river. With the Port of Morrow being a critical economic engine, any state-level advancements in sustainable maritime logistics or clean energy could align with existing local projects.

“Whether it’s supporting our barging industry or exploring new sustainable technologies, Boardman is positioned to be part of this broader economic wave,” Pearson added. The community will be watching to see how the coastal-focused plan might translate into opportunities for river-dependent towns along the Columbia.
