A powerful new model for supporting small business growth, pioneered in Texas, is now making waves and offering a potential blueprint for Oregon’s own economic development efforts. The core idea—a strategic partnership creating a one-stop hub for business coaching and non-traditional financing—is resonating with state leaders focused on fostering resilience in local economies.

While the original “Lufkin Model” in Texas connected a university’s business school with a community development financial institution (CDFI), similar collaborations are being explored in the Pacific Northwest. For Oregon business owners who may not qualify for conventional bank loans, such hubs provide critical access to capital through CDFIs and mission-driven lenders who consider factors beyond just credit scores.

“Oregon’s small businesses, especially in rural areas and those owned by women and minorities, often face significant hurdles in securing funding,” said a spokesperson for Business Oregon, the state’s economic development agency. “Integrated support systems that pair financing with expert guidance are exactly what we need to build more robust local economies from Brookings to Baker City.”

Several Oregon-based CDFIs, like Craft3 and Network for Oregon Affordable Housing (NOAH), already provide such alternative lending.
